Hyperion Faces Upcoming Deadline for South Dakota Refinery

The Texas company that wants to build a $10 billion oil refinery in Union County has a week to break ground or ask for another extension.

Under the terms of its Prevention of Significant Deterioration air-quality permit, Hyperion Resources must start construction by March 15.
