A texting while driving ban is back on the Mitchell city council’s docket. The city council heard the first reading of the second ban proposed in less than a year Monday night.
Mitchell city councilors struck down a previous proposal to wait for state action by the South Dakota legislature over the winter. Because no statewide ban passed, Mayor Ken Tracy says it's time to put the issue up again.
