The state senator and retired Lincoln County circuit court judge presided over the case of Donald Moeller, a Sioux Falls man found guilty of raping and killing 9-year-old Becky O'Connell in 1990. Moeller was sentenced to death in 1997 and was executed by lethal injection in 2012.
